We divide the map of Ukraine into 9,400 grid tiles (in reference to the year 1994, when the Budapest Memorandum was signed). The public can claim and light up each tile for €10 per tile. Every light-up generates a unique-numbered digital certificate. When all tiles are lit, individual lights together form a complete map of Ukraine. This is both a donation and a verifiable public record: It allows people around the world to light up the same map, to aim at the same goal, to connect individual action with a shared public narrative, so that every act of trust is linked and illuminates the others.
Sign up using your email or social login. So we can send your digital certificate to you. So you can view and verify your donation records at any time.
Complete a €10 donation using the payment methods provided on the page. This donation goes directly to our partner foundation in Ukraine to support humanitarian aid and reconstruction projects.
The corresponding tile on the map will light up in real time on the website. You will receive a unique-numbered certificate. Your donation will be recorded on the blockchain, publicly viewable and verifiable. You can also share this “light” with one click and invite more people to help light up Ukraine.
BudapestMemorandum ry is a non-profit civic organization registered in Finland (ID 3572252-1). We are a collective of citizens, artists, and technologists, guided by humanitarian values, non-partisan principles, and long-term thinking, committed to rebuilding trust through civic action where state power has failed to keep its word.

We transform the “broken promise” of the Budapest Memorandum into public-facing civic action:
Raising funds
Organizing public events
Mobilizing online and offline communities
Where state power has lost credibility,we work to rebuild trust between citizens. To stand with Ukraine is to stand for ourselves.
When a nation’s promise is forgotten, we light it again with a single beam. Join Light Up Ukraine—let the world remember that citizens still guard the pledge.
